We build on a layered, open-graded aggregate base designed to receive water, store it, and let it infiltrate into the soil below, topped with a bedding layer and the right aggregate worked into the paver joints so the surface keeps draining for the long haul. Done correctly, the whole assembly manages stormwater for decades. Installed with the wrong base, the wrong joint material, or improper compaction, a permeable surface clogs or fails.
